How Event-Based Video Monitoring Works: Tailgating and Illegal Dumping Examples

From motion to defined events

Basic motion alerts tell you that something changed in a camera view. Event-based monitoring tries to answer a more useful question:

Did a defined activity occur that requires attention?

In our earlier article, From Motion Alerts to Event-Based Monitoring, we explained how objects, zones, schedules, duration, and review workflows can make camera alerts more relevant.

Two recent demonstrations—vehicle tailgating and illegal or unauthorized garbage dumping—show what this approach looks like in practice.

Vehicle Tailgating Detection

A motion-based system may create separate alerts when a vehicle approaches, a garage door opens, another vehicle moves forward, and the door closes.

Individually, these alerts do not identify tailgating.

An event-based rule instead evaluates the complete sequence:

  1. The garage entrance opens.
  2. The first vehicle enters.
  3. A second vehicle follows.
  4. The second vehicle passes through before the entrance closes.

The event is not simply “two vehicles detected.” It is two vehicles entering during the same controlled access cycle.

This demonstration presents simplified event logic. An actual deployment would need to consider the entrance layout, door timing, camera angle, traffic patterns, and property access rules.

Illegal Dumping Detection

Motion alerts also provide limited information around garbage and loading areas.

A resident disposing of waste, a delivery vehicle stopping, and an unauthorized dumping incident may all generate similar motion notifications.

An event-based dumping rule may evaluate whether:

  1. A person or vehicle enters the monitored area.
  2. An object is brought into or appears within the area.
  3. The person or vehicle leaves.
  4. The object remains behind.

The meaningful event is the sequence: an object is introduced, left at the property, and remains after the associated activity ends.

Real monitoring rules may also need to account for approved disposal areas, collection schedules, maintenance activity, and items temporarily staged for pickup.

From Object Detection to Event Logic

Object detection identifies elements such as people, vehicles, and items.

Event-based monitoring combines those observations with context:

  • Where the activity occurred
  • In what order actions happened
  • How objects moved
  • How long a condition continued
  • What remained after the activity ended

A single frame showing two vehicles does not prove tailgating. A vehicle beside a garbage area does not prove dumping.

The sequence provides the meaning.

Define the Operational Problem First

Useful monitoring starts with a specific description of the activity.

Instead of:

Detect suspicious activity around the garage.

A more practical definition is:

Notify us when a second vehicle enters during the same garage-door opening cycle.

Instead of:

Monitor the garbage area.

A clearer definition is:

Notify us when a vehicle leaves an object beside the garbage enclosure and departs while the object remains.

A clear event definition helps determine the required camera view, monitoring zone, timing, and review process.

Can This Work with Existing Cameras?

Often, the best starting point is to make practical use of an existing camera system.

Our goal is to find a lower-cost, more efficient path by keeping suitable equipment and improving only what the monitoring workflow needs. Depending on the site, that may involve adjusting a camera view, lighting, recording, connectivity, or event rules rather than replacing the entire system.

An edge-and-cloud approach can also combine fast on-site processing with flexible cloud-based review and management. The right balance depends on the property, network, privacy requirements, and response workflow.
